Dave - It looks like top cutter. Top cutting is the removal of a layer or layers of earth prior to construction or other activity. Nowadays it's all done mechanically but back then it would have been seriously hard graft!

It looks like "cork cutter" to me; an occupation I have previously seen on enlistment papers.

I would go with "Top Cutter".

In the Glasgow press this job is advertised under "Shoe Trade".
