No problem was good to re-visit, though further research suggests Aston Barracks was established and built after the Haldane reforms of 1908; it is not there on the 1902 OS 6" map but is on the 1913. So, perhaps he just commuted to the large Thorp Street Drill Hall in Birmingham centre. At one place or another he was "recruiting staff at Birmingham" and he lived in Aston very close to Aston Park as recorded GRO certs.
The second thing that still puzzles me is the March 1906 edition of The Antelope "Cr. Sergt. Sparrow, Cr. Sergt_ Hayes and Cr. Sergt. Bayliss have been posted to the Depot on the disbanding of the 3rd Royal Garrison Regiment" as the 3rd Royal Garrison Regt were stationed Malta Sep 1901 to Apr 1904 when they sailed to Capetown; arriving Southampton, England 2 Oct 1905 before the Regt was officially disbanded 30 Nov 1905.

WO 19/9 1903-1906 is supposedly an alphabetical Index of Men posted from R.G.R to other Regiments but a request for a copy in 2014 generated the "reply information within this document is not easily identifiable" ...sorry. Other notes on the same Antelope news page are very precise but perhaps they got it wrong; both minor details I guess.

DCM London Gazette 27 September 1901.

G. Handley served with the 1st Battalion, South Lancashire Regiment during the Second Boer War. He was wounded at Pieter’s Hill, 27 February 1900, when the Battalion took part in a crucial and spirited bayonet charge on the central position at Railway Hill. Inspired by the words of their commanding officer, ‘Remember, men, the eyes of Lancashire are watching you today’, they captured the position.

The Battalion suffered the loss of their commanding officer, as well as five other men killed, at the point of victory. Handley was mentioned in despatches by Lord Roberts, 4 September 1901. The K.S.A. medal roll lists recipient as ‘Deceased.’

KSA single clasp confirmed, and scarce to Regiment.
