Could this be your man?

Ah. That's Charles Edward who was no 1603? I see he's 38, but not sure of the year this was filled out. My Charles Edwin was born 1870. What's interesting is that other records have no 1603 a South African national, this looks like he's a British national. I don't think it's the same guy.
But I see you're a specialist with Cape Police. Do have the attestation for W. Reynolds no 134, Cape Mounted Police, attested June 1895. He's my Charles Edwin Reynolds' brother. He's my next candidate for the man in the picture.

I do, the mans full name is William Henry Reynolds, born circa 1870 in Durham, England.

It is a black and white copy that is years old from my early days in the Cape Archives. No mention of a next of kin.

Not the one. At least I don't have to wonder. Mine is Frederick William Reynolds (went by William in 1871, 1881), born 1860 in Islington, parents Frederick and Amelia Jane. Disappears after 1881 census, which makes military an option. Comes from a family of coachmen, carmen, bootmakers, he worked as a greengrocer in 1881 while still living with parents. So maybe he joined up, maybe not. The search goes on. I really appreciate your expertise!
