Hello David,
It might well have been, but, this sort of thing was commonplace back then, I recently looked at a member of the Matabeleland Mounted Police for a member of this forum and the address given in WO100/77 was Milfield Road, Clapham, London, however, it actually should have been Millfields Road, Lower Clapton!
This can be all too time consuming and is often a real pain!

I checked a 1901 directory and there were no businesses on Picton Terrace but Picton Street was included.

I can't find a 1901 streetmap to confirm.
