Hello Paul,
Any additional clasp would usually be shown in WO97, so if it is not, then even if he was entitled and he appears to be, it really does not matter as he never had anyway!

Gentlemen,
I also noted with interest that Baker's medal was issued of the main roll of the 1st Battalion, I was also rather surprised by the number of Natal clasps to men of this battalion.
