Arthur Tomey was born in Birmingham on 31 October 1872 and attested for the South Wales Borderers on 6 November 1889. Promoted Corporal on 11 March 1892, he transferred to the Reserve on 6 November 1896, but was recalled to the Colours on 18 December 1899, and served with the 2nd Battalion in South Africa during the Boer War from 19 January 1900 to 20 August 1902. He was discharged on 21 August 1902.

Following the outbreak of the Great War Tomey attested for the Royal Warwickshire Regiment at Sutton Coldfield on 26 November 1914, and was promoted Colour Sergeant and appointed Quartermaster Sergeant of the 14th Battalion on 14 November 1915. He served with the 14th Battalion during the Great War on the Western Front from 21 November 1915, and was advanced Regimental Quartermaster Sergeant on 7 July 1916. He transferred Class ā€˜Z’ Reserved on 11 March 1919, ands was discharged on 31 March 1920.

He next joined the Corps of Military Accountants as a Corporal on 8 June 1920, and was awarded his Long Service and Good Conduct medal per Army Order 187 of 1925. he was discharged on the reduction of the establishment on 5 December 1925, and died in New Barnet on 1 April 1950.
