On the ABO medal roll, there are medals to the Johannesburg Politie. How did they differ from the ZARP? City versus federal? Or mote of a commando not actually police?

It seems that they were the ZARP. On the roll there are different units such as ZARP, Johannesburg Politie etc. but looking at Form B's they have the same commander (van Dam), and are all the same unit.
