I did a bit of digging and they were struck by Stokes and Sons, Melbourne, Victoria. They are reasonably common here in OZ and sometimes come with a thin ribbon: red/white/blue threaded through a ring which is attached to the cast loop at the top arm of the item. I have never seen one in company with a QSA. They usually crop up in the odds&sods trays at fetes and the like.
There is another type I will do a post on regarding the Bushmens Contingents.

I have seen these show up on ebay occasionally.....

And have wondered about them.....

They are listed in Hern's as item Number 692......

There are 2 versions of the 1900 Peace Medallion, both with the Queen Vic obverse. The "SOUTH AFRICA" reverse is much scarcer than the "SOUTH AUSTRALIA" one
