Described as: Boer War interest - original silk - 'Genl. Hildyards Brigade. Relief of Ladysmith, Feb 28th, 1900. Buller. White. 2nd Devon Regt.'.
Dimensions not stated but similar ones I have seen have been about 20cm across.
