I have been looking for the first use of this term. The earliest I have come across is on 18 Dec 1899 when it appears in several places at the same time. This example is from the Daily News. This would suggest it originated before the 18th.

David, interesting. I've got it the day after Colenso, in the 'Yorkshire Evening Post' 16th December 1899. Justin

Gentlemen,
Then, just as now, it took only one person to use that particular term and everyone would jump on the band waggon!
