One thing that does intrigue me is why he would pretend to be 3/4 years younger than he was. Any ideas?
Could it have been because he was so short, and there were different height restrictions for under 20s/21s?

I think my conclusion is 'clear as mud'. If the situation was variable, I suppose he may have thought that being under 21 might have helped him, as a shortie, to be accepted.
If I may impose on you again, where would the best place to look for details of his service in the field with the 3rd Battalion York and Lancashire (i.e. where he fought etc.)?

I think your assumption of him stating a younger age may have helped him when he attested.
With regard to his service, he was in S A during the latter stages of the war. He would probably have been in the guerilla stage of the conflict.He would have been active in the Cape Colony region, hence the clasp.

Herbert's Cape Colony Clasp details.

The State clasps were awarded in cases for operations in those states where no battle clasp had been awarded to the participant. Natal and Rhodesia had a qualifying period which ended in June 1900 and May 1900 respectively whereas the other three: Cape Colony, Orange Free State and Transvaal were awarded up to the end of the war. The result of this is that for service the guerilla war, the majority of medals were issued with one or more of these three State clasps and either a King’s South Africa medal or date clasps added to the QSA.

I have enclosed a book title for you, this can be downloaded from the internet. It should shine some detail on your Grandfather's regiment and covers the York and Lancs from 1900 to 1902.
