Hi David, I guess the problem arises from the fact that although there were 'x' amount of QSA's issued to each TG, the main point is that only a lesser number were accepted/claimed and a lot (in a number of cases) were returned. For Kokstad, there were 64 returns out of (I think) 155 issued QSA's. This would have quite an impact on the rarity of a particular TG?

Kokstad is a good example of a unit with a large difference between the number of medals listed as issued and the net issue, 154 and 64 respectively, according to my calculations.

David, have you considered an issued/(number returned), so Kokstad 155/(64) - I'll help you if you want?
