Local Unit would generally mean one raised in South Africa on a semi informal basis. i.e. SAC is the South African Constabulary and there are many others. I sort of agree with Mike on the Black Feathers. ( I once owned a slouch hat with those feathers. ) The boots are actually lace up shoes and the general issue style for the British Army. Also I note the inside knee reinforcement which would generally provide additional "grip" for a mounted trooper.

The "strange leather strap" commented upon is the steadying strap for the Mounted Infantry bandolier. These days, that strap is very seldom seen. I must say I like the pic; a pity he obscured his medal clasps! Years ago, I fired quite a few rounds through a Webley .455" Mk.4 revolver in an informal practice. Quite heavy, but easy to control. The big lead bullets sure packed a punch out to twenty or so paces.
Unfortunately, I cannot assist with the uniform, apart from what has already been said.

Just realised this is an old thread over 3 years old. However ,its raining and I'm in lockdown 2 so had trawl of the uniforms.
The uniform is certainly mounted infantry. The hat is being worn at a very jaunty angle which gives us not many clues except for the feathers.
On closer inspection there seems to be some feathers poking out under the brim. I have had a good look at uniforms this morning and nothing has been a close match. I do like a challenge and will keep browsing. There was a New Zealand mounted infantryman with a similar tunic with no front pockets but different headgear. As for QSA & KSA they relate to his covered medals. Queens South Africa & Kings South Africa . Will keep looking but there were many local South African regiments but we should be able to eliminate a few regarding the feather plumes on his hat.
