That is a sign of relatively high copper content. Unless it is really tarnished, I would leave it alone.

I do not generally clean numismatic items such as this but if you like your medals bright and shiny then a sulphuric acid based rust remover works really well. I dilute half half. Bronze is resistant to the corrosive effect of sulphuric acid. 3 or 4 minutes is generally fine.Then soapy water & a soft cloth. Unlike tomato sauce it is unwise to recycle the sulphuric acid through the kids.
