On the south side of The Mall in central London. The photos were taken in April 2019, so it's taken me quite some time to put it all together; not easy to photograph that day because of the very bright sunlight, which restricted some of the close-ups of the sculptures and the names on the plaques, and also the number of tourists around. I have to go back and take some more photos one day.

....At a meeting of the Westminster City Council, held yesterday afternoon at the City-hall, Charing-cross-road, the General Purpose Committee reported that they had received a letter from Col. H. Murray-Graham, late R.A, and hon. secretary of the Royal Artillery South African Memorial Committee, stating that it was proposed to erect in Waterloo-place, between the Athenæum and United Service clubs, opposite the Guards' memorial, a memorial to the officers and men of the Royal Artillery who fell in South Africa, and asking for the consent of the council to the erection of the memorial, subject to the approval of the Commissioners of Woods and Forests and the Commissioners of Works and Public Buildings. The design of the memorial would be subject to the approval of the city council. The committee informed Col. Murray-Graham that they approved of the principle of the proposal, but before they could recommend the council to give their consent to the erection of the proposed memorial they should require information as to the exact position on which it was proposed to erect the memorial, the area to be covered, and the height. In answer to their inquiries Col. Murray-Graham had stated that it was proposed to place the memorial opposite the Guards' Crimean memorial at a corresponding distance from the roadway of the south side of Pall-mall, and that the cost of the memorial would exceed £6,000, which sum had already been subscribed. He also stated that the memorial had been specially designed for the proposed site. The dimensions of the memorial would be:—Base, extremes, 21.5ft. by 17.5ft.; height, extreme, 36ft. In these circumstances the committee recommended the council to give their consent to the erection of the proposed memorial on the site named. The recommendation was adopted without discussion.

TO THE EDITOR OF THE TIMES.
....Sir,—The Westminster City Council have sanctioned the erection in Waterloo-place, between the United Service and Athenæum Clubs, of a monument by the Royal Regiment of Artillery to their comrades who fell in the South African War. It is to be as large, or perhaps larger, than the Guards memorial, to which it will stand opposite, and it is to consist of a massive stone base, surmounted by a group in bronze representing a gun carriage, a gun, two horses, and a gunner. This seems to describe a somewhat cumbersome work of art, but nothing could be said against the raising of a monument with so worthy an object, could a suitable site be found for it. It must be remembered that the south portion of Waterloo-place is a valuable open space which for 80 years or so remained vacant. A few years ago an equestrian statue of Lord Napier was put up at one end; then came the St James's Vestry with one of their ugly electric light standards in the middle; later on the Westminster City Council, with true parochial taste, established a system of iron sand bins, and now the square is to be further curtailed in its public usefulness by the building up of a huge mass of stone and metal work equal in size to a small cottage.

....Sir,—I am glad to see attention called to the proposed Royal Artillery memorial by the letter of your correspondent "Londoner."
....I have had opportunities of consulting a considerable number of members of the Athenæum and of others on the subject, and find that, while every one to whom I have spoken regards the erection of some monument to our gallant gunners with the deepest sympathy, there is a very strong feeling against the proposed site. The monument will occupy an area about four times as large as the existing shelter; it will tend to block up a fine open site; it will very seriously impede the view east and west (respectively) from the windows of the Athenæum and United Service Clubs, and it will entirely eclipse the statue of Lord Napier. Surely it would not be difficult to find a much more appropriate site, and so to remove the opposition to the present scheme, which is undoubtedly very strong among those who have heard of the proposal.

The photo below has the Athenæum Club on the left and the United Service Club on the right; between them, I think, is the memorial to Lord Napier. So the original proposed site for an Artillery memorial may have been just beyond the Napier statue.

ROYAL ARTILLERY WAR MEMORIAL.
.
....The memorial to the officers and men of the Royal Artillery who fell in the South African War, 1899-1902, which, as already announced in The Times, will be unveiled on the 20th inst., is one of the last of the regimental memorials to be erected in commemoration of the services of the British Army during the war. In all 61 officers and 1,022 men of the Royal Artillery were killed or died from wounds or disease during the war. The delay in the completion of the memorial is mainly due to the difficulty experienced in securing a site which should be at once worthy of the Royal regiment and acceptable to the public authorities. It is generally agreed that no better position could have been selected than that upon which the memorial has been erected. It is a site in the Mall immediately facing the bottom of the Duke of York's Steps.
....The following is a description of the memorial, which is the work of Mr. W. R. Colton, A.R.A., and forms part of the scheme for the adornment of the Mall with statues and groups:—
....It consists of a central group in bronze in which the Spirit of War is represented as being controlled by Peace—Peace being a winged female figure controlling a powerful war charger. The calmness of the figure of Peace is in strong contrast to the power of the war horse. Peace has her hand on the mane of the horse, and her uplifted wing slightly embraces its neck. The sculptor endeavours, however, to indicate that the control of the horse is mental, not physical. This group rests upon a Portland stone plinth decorated, immediately below the main group, with a bronze frieze representing in high relief the Mounted Artillery. Below this there is another encircling hand of bronze, with wreaths and a ribbon bearing the motto of the regiment. This plinth rests upon a somewhat elliptical-shaped platform of stone. approached from the ground by steps. Upon this platform, running behind the central portion described, is a curved wall bearing an inscription on a bronze band. The wall terminates at each end of the platform with two piers of stone ornamented with low reliefs in bronze, representing the Garrison Artillery on one pier and the Mountain Artillery on the opposite pier. The whole length of the memorial is 50ft., the height about 30ft. Flat upon the floor of this stone platform are inscribed upon bronze plates the names of the killed. Above the low reliefs on the stone piers are wreaths in bronze, containing the letters E.R., to indicate the time of erection.
....The first meeting called to consider the question of a memorial was held on November 17, 1902, at the Royal United Service Institution, under the presidency of the Duke of Cambridge, then colonel-in-chief of the regiment. Lord Roberts was nominated president of the committee, while the executive committee had as its chairman the late Major-General Sir George Marshall, who commanded the Royal Artillery in South Africa, and who took a very active part in the work of promoting the memorial. The other members of the executive committee were Major-Generals Sir H. Barron and A. N. Rochfort, C.B., C.M.G., Colonel Yorke, Colonel James Murray, Colonel Josselyn, Colonel Hammond, and the late Colonel Rotton; with the following ex-officio members:—The Director of Artillery, the Inspectors of Artillery, and A.A.G., War Office. The hon. secretary was Colonel H. Murray-Graham.
....From first to last the monument has cost between £7,000 and £8,000, the whole of which has been subscribed by the officers, past and present, of the regiment, and by the men. The men have given large sums of money, some of the batteries having subscribed as much as £100 each.
....It would have been easy to raise a very much larger fund to defray the cost of the memorial, as many of the relatives of those who fell in the war were anxious to send liberal contributions towards the expense of its erection. The Duke of Cambridge, however, was of opinion that subscriptions should be confined exclusively to members of the regiment.

SERVICES OF THE REGIMENT.
....The solemn ceremony in St. Paul's Cathedral, at which the Duke of Connaught will officiate at 12 o'clock to-day, takes us back in memory to the services which the Royal Regiment of Artillery gave to the country during the South African War.
....It is hard to know where to begin or where to end in a narrative of these services. The inspiring motto of the regiment, "Ubique," expresses the Alpha and the Omega of these great services. Each branch of the Army, each arm, each department even, has come at some period under adverse criticism. The Artillery alone escaped scathless. The worst that the most severe critics could say of them was that they were equipped with an inferior weapon. Yet at the time when their services were at their greatest they often escaped the notice of those chroniclers who were fascinated by the presence of some tradition-bound regiment, some fashionable battalion. The stereotyped expressions of "a battery," or "the Artillery," or the "guns" was deemed sufficient for the units of the Royal Regiment.
....Even now, when it is remembered that in the history of our Empire no great battle has been won, no dire military disaster averted, without the best efforts of the Artillery, it is hard to specialize from among their services in South Africa. There was A Battery, R.H.A., toiling through Buller's fighting in Natal; G Battery firing what was then an unprecedented service of rounds at Magersfontein and heading off Cronje at Koodoesrand Drift; J and 0 Batteries doing great things at Colesberg; P making history at Kimberley and Nooitgedacht; Q snatching unrivalled laurels at Sanna's Post; R, T, and M each setting an example in their respective spheres. And the Field Artillery. What does not the Infantry owe to the great traditions of the Field Artillery? We should like to name each battery in turn, but it is impossible. However, they may form proudly under the great claim embodied in their singleworded motto. It is all the same regilment, be it the 4th Battery hauled to the summit of Coleskop; the 7th and 14th almost annihilated at Colenso; the 13th, 42nd, 21st, 53rd, 67th, and 69th seeing their beloved horses die of starvation in Ladysmith; the 18th and 17th working wonders at Modder River; the 82nd pushed up to desperate ranges at Diamond Hill; the 84th serving to exhaustion at Baakenlaagte.
....And their services were not even confined to their legitimate trade as gunners. When the war was drawing to a close, and men, not guns, were the essentials, they furnished the Royal Artillery Mounted Rifles, which scoured the Northern Free State and Western Transvaal from end to end. A glance at the despatches gives the only tangible evidence of the Artillerymen's duty nobly done. Nine names are marked as recipients of the Victoria Cross, while in the collective despatch 516 officers and 640 non-commissioned officers and men find mention for conspicuous services. But the performance of these great services carried a heavy price—a price which the Royal Regiment has not forgotten, as to-day's ceremony will prove—a price of which, we hope, the nation is as sensible as are the comrades of those whose names swell the heavy tale.

UNVEILING BY THE DUKE OF CONNAUGHT.
....A military service was held in St. Paul's Cathedral at noon yesterday, to commemorate the officers and men of the Royal Artillery who fell in the South African War; and in the course of the service the unveiling of the memorial in the Mall was effected by the aid of electricity. The Duke of Connaught pressed an electric button in the Cathedral, and at that moment the covering of the Memorial in the Mall fell away and revealed the statue to the gaze of the troops and clvilians assembled there. By this arrangement large numbers of people were able to see the monument unveiled who were unable to be accommodated within the Cathedral, while at the same time the dedication of the Memorial, as was appropriate, formed the central incident in a religious service. The memorial, which is the work of Mr. W. R. Colton, A.R.A., was described in The Times of July 9 last, and an illustration was published in yesterday's issue.
....The service in the Cathedral was simple, but exceedingly impressive. It was attended by a congregation who filled the nave and the great space under the dome and overflowed into the galleries. The men, with few exceptions, were in uniform, and the women in deep mourning. In front of the steps leading to the Choir was a table, covered with the Union Jack, upon which was a wreath of purple flowers. The wreath concealed the ivory button which the Duke was to press. Upon the table also was a silver statuette representing Armed Science, which had been lent by Q Battery of the Royal Horse Artillery. It was a replica of the figure at the Woolwich mess, and was presented to the battery by the officers at the end of the war. In front of the table were a chair and prie-dieu for the use of the Duke of Connaught, and behind these were the seats reserved for the representative officers of the Royal Artillery. Two rows of seats on the north side were filled by red-coated veterans from the Royal Hospital, Chelsea, and immediately facing them, on the south side, were a number of youthful cadets from the Royal Military Academy, Woolwich. "Beefeaters," policemen, and commissionaires who had formerly served in the Artillery were to be seen here and there. and in the nave were a body of about 1,500 Artillerymen.
....While the congregation were assembling the band of the RoyaI Artillery played as voluntaries the "Marche Solennelle" by Tchaikovsky, Sullivan's "In Memoriam Overture," and the "Marche Funèbre" by Chopin. Shortly before noon the music ceased and the Dean and Chapter, with the choir and the band, went in procession to the west door to meet the Duke. At the steps was stationed a guard of honour of 100 men of the Royal Garrison Artillery from Shoeburyness and the band from Portsmouth. The Duke was received with the general salute as he alighted from his carriage and the band played the National Anthem. At the entrance to the Cathedral Lord Roberts, Master Gunner, and General Sir R. Biddulph, Senior Colonel Commandant, greeted his Royal Highness. The hymn "For all the Saints" was sung as a processional as the Duke was conducted along the nave to the space under the dome. First came the deputy of the Lord MIayor (Sir Horatio Davies), in his robes of gold and black, and preceded by the City Marshal and the Sword and Mace. The choir followed, intermingled with the uniformed bandsmen, and behind them were the Cathedral clergy and Bishop Taylor Smith, the Chaplain General of the Forces. Dean Gregory, a venerable, bowed figure, was supported by the Duke of Connaught, who wore the scarlet uniform of a Field-Marshal and the blue ribbon of the Garter. Lord Roberts, who was also in Field-Marshal's uniform, was prominent in the long line of officers, whose brilliant uniforms of scarlet and gold filled the nave with glowing colour. Among those in the procession were:—
....Colonel Horne, Colonel Wing, Colonel Bethell, Colonel Bittleston, Brigadier-General N. B. Inglefield, Colonel Bunny, Brigadier-General Findlay, Brigadier-General Jackson, Brigadier-General Phipps Hornby, Colonel Mercer, Brigadier-General Blewitt, Brigadier-General White, Major-General Sir C. H. Hadden, Major-General Penton, Major-General Trotter, Major-General Richardson. Major-General Saward, Major-General Lloyd, Major-General Ward, Sir A. H. W. Willams, Major-General Sir S. J. Nicholson, Sir G. T. Pretyman, Major-General Elliott, General Sir J. F. Owen, Lieutenant-General Sir H. Geary, Major-General Oldfield, General Sir R. Stewart, Sir H. Brackenbury, Sir R. Biddulph, and General Sir E. F. Chapman.
....When the processional hymn had ended the congregation remained standing while the band played the "Dead March" in Saul. In the service were included the Lesson from Ecelesiasticus xliv., "These were honoured in their generations and were a glory in their days," Sullivan's anthem, "Yea, though I walk through the valley of the shadow of death," and the hymns "Fight the good fight" and "Onward, Christian Soldiers." These last were sung with great heartiness. The Lesson was lead by Canon Alexander, and the Prayers by Bishop Taylor Smith and Minor Canon Besley.
....After the anthem Lord Roberts, advancing to the table, asked the Duke to unveil the Memorial. Thereupon the Duke stepped forward and pressed the button, saying as he did so:—
....To the Glory of God, and In honoured memory of the officers, non-commissioned officers and men of the Royal Regiment of Artillery, who gave up their lives for their Sovereign and for their country in the South African War, I unveil this Memorial.
...."The Last Post" was sounded by the trumpeters, and then the Chaplain-General, standing at the Choir steps, said the dedicatory sentences. Another prayer followed, and the trumpeters sounded the Reveille. The Benediction, pronounced by the Dean, and the National Anthem, in which all present joined, brought the service to an end. As the procession returned to the west door the band played the Royal Artillery Slow March.
THE CEREMONY IN THE MALL.
....At the monument in the Mall there was a military display of an appropriately dignified character simultaneous with the Cathedral service. The guns of a battery of the Royal Field Artillery and of the H Battery of the Royal Horse Artillery were drawn up across the Mall, to the right and left of the monument opposite the Duke of York's steps, and the third side of a square was formed by a firing party and guard of honour consisting of 100 men of the Royal Garrison Artillery from Sheerness. Near the Memorial was the Royal Artillery band from Aldershot.
....Profound silence, to which the reverent bearing of the large crowd of spectators contributed in no small degree, took complete possession of the scene as soon as these preminary evolutions were finished. At this stage the monumental group was cloaked in red cloth, and a Union Jack shrouded each of the bronze reliefs on the stone piers at the ends of the platform. One of the ropes holding the coverings in place was decorated and connected them with a stand at which electrical arrangements, which were in the control of the Post Office, had been made for the unveiling.
....An order to the men of the Garrison Artillery to reverse arms and the rendering of the tune to "For all the Saints" by the band were signals that the Cathedral service had begun. Soon afterwards a tinkling bell broke the stillness and instantly the monument stood discovered, its red hangings falling at its feet. As the veil fell there was a general salute, the Garrison Artillery presented arms, and trumpeters who had formed up in front of the memorial sounded the "Last Post." The trumpeters moved away, and then the Garrison Artillery, advancing from the opposite side of the road in slow time and with their arms reversed, took their place and fired three volleys into the air. The trumpeters returned when the firing party had marched to their original position, and, this time facing away from the Memorial, sounded the "Reveille." The hymn "Onward, Christian soldiers," the National Anthem, and the Royal Artillery slow march added other appropriate accompaniments to what, without the utterance of a syllable, had been an eloquent funeral service for the "honoured dead."
....The Duke of Connaught, who was preceded by Lord Roberts, reached the Mall a few minutes before 1 o'clock, being accompanied in an open carriage by Lieutenant-Colonel Sir Arthur Bigge and Major Malcolm Murray. A general salute and the playing of the National Anthem greeted the Duke as he was received by Lord Roberts. After inspecting the guard of honour he was conducted to the Memorial by Mr. Colton, who explained some of the details of the design. His Royal Highness expressed his appreciation of the work and drew attention to the plates inscribing the names of the dead upon the platforn, which carry out a suggestion made by the late King, who was deeply interested in the Memorial. The Duke left at the end of a quarter of an hour, and the ceremonies closed with a march past by sections of the batteries and units from the Cathedral.

....Sir,—Why is it that those responsible for the erection of memorials in London so seldom consider the great importance of seeing that when erected they bear proper relation to the buildings or other architectural features In their immediate neighbourhood?
....The Royal Artillery Memorial that has to-day been unveiled in the Mall Is the latest illustration. Here there Is a memorial that from its position is supposed to be on an axial line with the Duke of York's Column, but, as a matter of fact, its central feature is some feet to the right of the Column, with the result that not only do the two monuments lose their proper relation to each other, but one has the feeling of squinting when descending the Duke of York's Steps.,May I appeal, through your columns, to the Royal Institute of British Architcets to not only keep a watchful eye on all these things, but, further, to have the courage to come out from their professional seclusion and let the public know from time to time that there is a representative body jealously watching the artistic interests of London, In the same way as the interests of ancient buildings are cared for by the Society for the Protection of Ancient Buildings.

ACCIDENTAL DEATHS.
....Nov. 23, 28232 Gnr. H. Johnson, 10th Co., Eastern Division R.G.A., was killed by lightning at Wakkerstroom.

....Second-Lieutenant J. F. Thompson-Pegge, of the 10th Company, E.D., R.G.A., reported to have been killed by lightning at Dundee on Dec. 11, was only 22 years of age. He went out with No. 10 Company from Shoeburyness on Feb. 3

....Captain Samuel Pegge, of Thornbury, has received intelligence of the death in South Africa of his nephew, Lieut. Thompson-Pegge, of the 10th Company Eastern Division R.G.A., under particularly sad circumstances. Lieut. Thompson-Pegge, who took part in the campaign subsequent to the relief of Ladysmith, was sitting in his tent talking to Majors May and Manifold during a very heavy thunderstorm accompanied by vivid flashes of lightning. He was twice struck by the lightning. The first shock stunned him, and the second, which followed a moment or two later, knocked him down, and when his brother officers, who, save for a severe shock, escaped unhurt, picked him up he was dead. The lightning had traversed from his boot up his leg and body, splitting open the stitches of his boot and shattering the sole, scorching his sock, burning his shirt, and carrying away his collar altogether. Lieutenant Thompson- Pegge was buried where he fell, at the top of Thalana Hill, at the foot of which lies the gallant General Penn-Symons.

....We learn that Gunner F. W. Billington, 31221, who belonged to the 17th Western Division of Royal Artillery, and resided at Chester before his departure for South Africa, has died of enteric fever, on May 18th, at Bloemfontein. [15th Company Southern Division]

....The roll of British officers who have lost their lives in South Africa in their country's service has received an addition by the death of Captain Lennox Livingstone-Learmonth, of the Royal Horse Artillery. Captain Livingstone-Learmonth was the eldest son of the late Mr. A J Livingstone-Learmouth and Mrs. Livingstone-Learmonth, of Hanford House [at Hanford, near Childe Okeford, Dorset], and nephew of the Countess of Eglington and Mrs. Hanbury Lennox. He was one of six sons, and two beside himself have been serving with Her Majesty's forces in South Africa. His death is announced as having taken place at Bloemfontein on May 25th, from that terribly fatal disease, enteric fever which has laid so many low since the commencement of the present campaign. Captain Livingstone-Learmonth was attached to the Second Cavalry Brigade Ammunition Column. Mrs. Livingstone-Learmonth is naturally greatly distressed at the sad tidings which has reached her and her regret is unhappily enhanced by the fact that another of her sons was among the prisoners in Pretoria.

....In the list of deaths from enteric fever issued by the War Office is the name of Gunner Rees, of the Royal Horse Artillery, who died at Kroonstad on the 26th inst. The initials of the deceased are not given, but the regimental number corresponds with that of Driver T. Rees, of 109, Oak-terrace, Swansea. He was 20 years old, and joined the artillery three years ago. ["O" Battery]

Berenice - Excellent work as always. It must have taken a lot of time to put that list together.

I have the QSAs of 11 of the men on the memorial and the WO97 service papers have survived for 10 of them, Wilcox being the only exception.
