I've enlarged the photo on my camera and the group appears to contain - an upright frond/fern which seems to have something missing as there's a hole in it at one spot. To its right is a drum. Then two flags and flagpoles, one lying across the other. On the right are a wreath and what might be a bugle. Immediately in front of the wreath and bugle is what looks like a very large sword hilt(?). At front left might be a rifle barrel sticking out from under a flag. Is that a large helmet by the rifle barrel?

Here's a transcription of the main inscription -
“The King’s Liverpool Regiment.
This monument is erected by the officers, non-commissioned officers and men of the regiment and by the grateful people of Liverpool in memory of their comrades and fellow citizens who died during the campaigns in Afghanistan 1878-80, Burma 1885-87 and South Africa 1899-1902. Some fell on the field of battle, some died of wounds and some of disease, but all gave their lives for the honour of the regiment their city and their country.”

What I was seeing is by the column and the fronds. It looks like a tin helmet with a head? Possibly wrong period?

This is close to the pier head is it not?

I think I see what you mean but I don't see how it could be a helmet. Was the steel helmet in use before WW1?.

The building in the background is St George's Hall close by Lime Street railway station.

Thanks for clearing that up.

I recall walking between 2 stations in Liverpool, obviously on my way up from London, probably Lime st and Exchange stations and passing quite an impressive monument in front of St Georges hall. I didn't realise it was the King's Liverpool Regt memorial.
