Just do it! :woohoo: buy yourself a nice original example of the Cape and the two date clasps riveted together in one piece as issued and slip them over the ribbon

Since you asked, my opinion is that the medal came at some point without clasps and those clasps were issued later and loose. I suppose he could have returned the medal to mount the clasps - but he did not. I would obtain the required clasps and slip them on the ribbon and leave it at that. I am in the same position re the pair to Lt.Picken, TMRC.
