If the war had ended in 1900 as the authorities planned and the original medal rolls expected, researching the participants would have been a lot easier for sure!

Hello Andy,
Unless you actually know the unit this man served with, you cannot know his medal entitlement, you can, of course, merely make an assumption because of the photograph, but, if you have checked every man with this name and failed to find him, the reality is, that you may never know.
